That looks to me like a homemade diaphragm someone tried to pass off as new or original. You see a lot of those on ebay. They seem to have messed up on the size and alignment of the sight glass hole and the disc hole.
You can still use the new one. Flip the old one over on the new and draw a line where it needs to be enlarged on the curve and use the right size punch to make it work.
