          Carbon seal goes in first, large washer on top of the carbon seal, then spring, then small washer, then retaining clip.

                so in other words the flat side of the retaining washer goes against the carbon seal and the spring goes into the cup portion of the retaining washer

                  Yes, Picture #A.  Makes sense because the cup keeps the spring from sliding off sideways.
