      Yes, I’ve got the lower unit submerged when running. Looks like I need to check the fuel flow from the tank, as well as the carburetor

          At this point, I’m pretty sure you have both fuel system and ignition issues most likely…Trying to chase all the various symptoms around is frustrating and confusing. You might want to consider giving the ignition and fuel system a complete inspection and servicing…
