      Does the fuel filter go on top of the recoil mount or bottom? I just can’t remember and on top makes it look to high where it meets the cowl. I am used to do-overs.Thanks

        I believe it goes on bottom. The far side has slot in mounting tab, put a nut on starter stud,slide tab over stud and slide other stud trough hole in tab. You need a universal to tighten far stud. Make sense !

            Do I need a washer on top of the mounting bracket?

              yes it gives the mounts room to flex and not break. small diameter washers.
