What is the purpose for the metal oil line that I have on my 1955 Johnson RD-17?
Is it to distribute oil from the top bearing to the bottom?
Do people remove it and clean it as part of regular service?

Yes, it is help lubricate the top bearing. Oil fuel mix naturally goes the way of gravity, so lower crankcase and bearing get plenty of lubrication. The fuel return line helps maintain lubrication to the upper crankcase and bearing by bringing oil mix back up to the upper crankcase/bearing.

Chances are most people do not clean that return line with routine maintenance. Should it be done…..yes.

          Cheers,

I had to edit my original post, because I didn’t complete my response. It went well in my head but didn’t make it the keyboard…lol

Shouldn’t post until I had my 2nd cup of coffee.
