Dang….. wish you wouldn’t have said that Mumbles…… I’ve been
known to blow carb parts across the garage, never to be seen again.
Air hose nozzle has a hair trigger! Guess the only way I’ll know is to
      take it apart. Thanks, Bucc

In that case, the needle valve would screw in so far you could’t put the knob on.

Garry, I just took the carb off and confirmed that the venturi and
needle seat are in place. The needle seat is in the hole about 1-1/2".
Too far down the rabbit hole to tell if it’s damaged.
How was it extracted? It’s a blind hole, so there’s no driving it out
from the back side. I replaced the hardened rubber seal on the adj. needle
with some O-rings, and wrapped some thread on the needle threads
as the needle was a little loose in the hole.
Also verified that the slower the speed selected, the further the
air shutter is opened. Not much else I can do without new parts.
          Got Irgie’s phone number? 🙂
P.S.- Will report back after the test run!

I’m no further ahead now than before. Runs at higher speeds, but
will often instantly flood out when trying to slow it down.
I removed the spring steel retainer on the air shutter so I could
manually operate it. At fast speed, it seemed to run better
with the shutter partially closed, but if you go a little too far,
instantly floods. Tried slower speeds with the shutter open,
            but still flooded out.
Going to put this Evinrude on the back burner.
