These starters are used on a 1956 Johnson 30 HP (other mid 50s OMC motors also) but I do not see how to replace worn brushes. It looks like the brush leads are riveted onto the base plate or stators. OMC sold the brushes as a separate set. What am I missing here? How are they supposed to be installed?

I gave up on replacing those things over 50 years ago. Originals were somehow welded to the fields. Soldering is almost futile. Try it and you will see.
Electrical starter and alternator rebuilding shops have a electric spot welder to attach the brush leads. I have replaced many. Very easy to do, with the right equipment. These have a problem that shows up on a regular basis. When tightening and loosening the positive cable, the post moves and then the field winding connection to the post on the inside of the starter breaks. It is also repaired using the spot welder.
