          Is that shrink wrap over something? Looks strange. The motor–at least below the odd covering–is clearly an OMC "Big Twin," manual shift.

          Are you able to remove the hood or covering?

            I will guess that a fabric outboard motor hood (like a boat cover) is over the top cowl.

                Yes, that is definitely an early 60’s Johnson 40, or a 58-59 35hp. The cover looks like something out of a cartoon LOL 😀 😀

                      Probably the Super Quiet exhaust grommet and/or rubber mounts went bad, causing an over-active human mind with auto body skills to spring into action. Gotta admit; that explains the top air inlet but not the big bulge on the front of the cover….
