      Which direction did you move the cam/plate?   The one picture you showed would indicate that the cam is not holding the throttle open…But, like I said, the linkage on these 10hps can be tricky.  Pulling the choke on activates a linkage that pulls the throttle open a bit.  Those two arms/short rod on the other side of the carb have a tendency to wear/bind, which could hold the carb butterfly open as well.

      I wouldn’t pull the head just yet, but do pull that thermostat cover back off.  Poke around in there with a probe looking for passages that are plugged with salt debris.  Sometimes the blockage is in the cap itself, a little salt build up preventing water from circulating through the head.  Sorry, but it is kind of hard for me to describe without having the parts in front of me.

        see pic from book… with throttle at START roller is just touching the cam  and throttle plate closed  to let crankcase suction pull the fuel from the top idle chamber of the carb and engine should start and idle nicely.  choking  only allows a temporary  increase of the suction of the fuel to get going.

        have all electricals been checked out ? coils, condensers, point plug wires,  plugs and compression ..

        engines need all   3           compression  and  sparks    fuel concerns  are last .

            Keep in mind there is alot “slop” in that carb linkage, especially on the 10hps.  It is near impossible to get the cam pick up perfectly set, it will be slightly off in one direction or the other.  It is better to have the cam start moving the carb linkage slightly “late” then too early.  Again, if that throttle does not close completely at idle speeds, the engine will spit lean and stall.  Make sure that choke linkage is not inteferring, holding the throttle plate open slightly.  The best way to make sure the throttle plate is closing completely is to remove the carburetor and have a look at the throttle plate from the back side of the carb throat.   Sometimes, throttle shafts get worn, linkage gets worn/bent, which might hold it open a bit.
