Agreed Bill 100% The rope sheave is completely enclosed by the fan shroud. I wondered the same, as you would have to start it from above, below, or either side none of which would be easy from inside a boat. You would be standing, leaning over it, probably with your free hand on the cage…..and the pull rope must be engineered to just the right length if it starts easily..
