      Further to Crosbyman’s comment about exhaust gases — there is a large rubber seal at the bottom of the exhaust cavity and it tends to rot and leak over time. That will definitely affect the low speed running as the engine aspirates the exhaust. In some cases water gets past it and rusts the lower crank seal.  At high speeds the exhaust is siphoned off and the engine runs smoothly . There is no replacement for the exhaust seal.

        one 9.5hp I purchased  years ago  had been lobotomized with a 2 inch hole just above the carb .

          Just a quick update. I tinkered with the mechanism that operates the butterfly at the bottom of the carb. I was able to get it to idle pretty good. Between that and the idle speed knob I think I’ve got it going very well. With the temperature at about 45 degrees in my shop, it’ll start on the 5th pull initially and after that on the first pull every time. Thanks for the suggestions

          It's a jungle out there.
