      When the motor is in forward gear. The anchor (as the parts list calls it) of the mag plate does not hit the embossed stop on the block.
      When spring clip is not attached. The anchor is able to hit the stop.
      The lever (when not attached with spring clip) also has full motion and hits the other embossed stop on the block.
      No wires are in the way

        Real good question and I don’t have the answer. But I wonder if any of the parts have been replaced? Thinking of the anchor or the curved arm. After all, there was a change in the following year when the cruise throttle came into being. Maybe the curved arm is bent??? Stranger things have been known to happen.

          I did find on this motor some parts from a 1956 30 hp
          the recoil and rubber mounts

            well I just checked
            It has no spring-so I am assuming its a 1955 mag
            The parts list for a 1956 has a spring
            It is not bent
            soooo Still stumped

              Is the carb synced to the magneto correctly?
              I have an RDE-17, but that’s all I can think
              of for possibilities right now, and not even
              sure if that’s a possibility.

                How have you established that the curved arm is not bent? Just a thought anyway, so maybe it isn’t bent.

                  Might check the tension on the plug wires. If there is no slack that might hold it back. But fo no more than what is lacking on travel I seriously doubt your losing significant horsepower.

                  You may want to check pn on that vertical arm. They may have been different. Just a thought.

                    I would try cautiously opening up (bending) the curved brass arm. Just a small amount that can be undone if that does not work. Take measurements hole to hole before and after bending

                      Is it possible the the throttle arm is one tooth off, down below where it mates with the gear?

                        Richard I am thinking the teeth alignment is ok because the lever hits the other embossed stop on the block.
