Check the points for tension and that the brass bar is not loose
to the timer case and that there is good contact with that bar and
the one the coil wire goes to. (Video Below). Also check your
wires in the timer case for a possible short that occurs when the
the motor is vibrating.
How about a video of what it does as well as where the timer is set at
when it almost runs.

Your motor looks like it could be binding in part of its rotation.
I think I can hear it dragging – scraping on something when you’re
rocking it back and forth? Take out the spark plugs and rotate the
motor. It should be smooth all around. If not you need to find out
why not.
